For more than three decades, Dona Franklin has partnered with municipal and utility leaders to strengthen internal culture, align strategy with service delivery, and build measurable improvements in the citizen experience. She is a frequent advisor and facilitator for executive retreats and leadership academies focused on strengthening governance and service delivery.

The Ripple Theory of Leadership™ grew out of that work — out of watching, again and again, how a decision made in a leadership meeting eventually showed up in the way a citizen was treated.

She developed the framework, and wrote The Impact of Leadership on the Citizen Experience, to give other leaders language for something they had likely already sensed but never quite named.
